Carter says “America has no functioning democracy at this time.”

Sorry, the link’s in German (Der Spiegel).  They quote it as:

“Amerika hat derzeit keine funktionierende Demokratie”, sagte Carter am Dienstag bei einer Veranstaltung der “Atlantik-Brücke” in Atlanta.

I assume that it’s fairly readable based on cognates.

Two weeks after George W. Bush declared his support of the NSA’s tactics for gathering intelligence, another former president has weighed in on the program but with a very different point of view. Jimmy Carter lashed out against NSA surveillance, claiming, “America has no functioning democracy at this moment.”

That’s a pretty stark statement by a former President. And the way Bush versus Carter line up on this issue is, to me, pretty damning.
